i work as an IT so you are going to need the sound card and the network adapter if you want this computer to function properly. your best bet if youre doing it yourself get a diagram of the mother board for the computer model you have and look and see where the network card and the sound card look like and where they go. once you have them put in the right place and attached properly you can continue setup with the install disks.
as for the dll files and netshell.dll i am unsure what type of file it is but if you continue with the setup process correctly you can add these files later if still necessary. google may help you to find out what the file does exactly and then you will know if it is necessary to install it or not.

Solution for 1: Look for the drivers, if they have been installed properly. You can check by clicking on the "My Computer" Icon-->Manage-->Device Manager(on the left side of the Window) look if anything is with 'Yellow Exclimation' if so look for the device drivers. Which would be available on a disc or dumped on your hdd.

Solution for dll files missing: Try restoring the Operating system using a disc. Preferably taking all necessary data backup. If not get the OS reloaded.

maybe you didn't install the sound card and network adapter drivers. If you want to know more, check the System Information.

Sounds like you bought something used? Well, the things you are missing are hardware items which would need to be physically moved. Then you will probably need to re-install you OS.
