No but Black Peter is (Zwarte Piet). In the Netherlands Santa Claus (Sinterklaas) is accompanied by Black Peter. Black Peter beats the children who are on the naughty list. (Or chastizes them, or whisks them away.) Talk about scaring your kids into being good, geez. Although I think it's pretty funny!

Santa is the only one who doesn't present everyone with long lists of things he wants others to get for him. In fact the only thing on his mind is what he can do for others. He's cheerful, helpful, generous, and likes to do things when he won't be noticed for it (you don't get the gifts until you're asleep). In short, a great symbol for the Savior whose birth we celebrate on Christmas day.
If that's evil - oh that we could all be so evil!

Since Santa is really parents and grandparents, friends, aunts, uncles and more family, I don't think so.
