Enforce the laws we have on the books currently. Have parents of culprits be held responsible for the action of their minor children. Parenting! Give Teachers the ability to police children without the threat of being sued!

You can't fix the people, the problems lie with the institution, todays schools obviously are not working, so we change the schools.
Shorten the length it is, if parents need a babysitter they have those in the phone book.
Make the education in school more efficient, a huge amount of time is wasted on menial things.
Include more technical courses, etc.
These are a few things that could be done I think, really it would be best if the students were to simply teach themselves with a mentor figure to guide them in the direction of their studies, the screw-ups slip through the cracks, and when they graduate they know exactly what they want to do, and have just what they need to get in their college =p
But anything like that is a long shot and would probably require socialism or some form of it, which I don't even like the wy stuff is run now, but this hsould at least be an easier to choose option =\

School or education is supposed to fix students, which was done by introducing those "good choice" in the past.
Nowadays, students tried to create their own future. They have seen the failure of their parents who are educated.
There should be many ways to rectify the situation. The Harry Potter school may be one.
The most basic thing has to be done is to let students learn the achievement of peace. In fact, there was no peace in human history. Then they should create a peaceful world in order to prove their ability.

~We could always start arresting and sterilizing the parents who have proven themselves to be such abysmal failures in rearing their children. Of course, with the abuse hotlines and the inability for parents and schools to discipline the darling little angels with the threat of arrest or neglect/abuse proceedings hanging over their heads, it gets complicated. I suppose the best way to insure that their is no violence in schools is to close schools. Since the idea of raising children to have some sense of self-pride, self-respect and respect for others is a forgotten concept, I guess we all have to sleep in the bed we've made.

Put better role models in the schools, it's not always the parents fault
If the parents were raised poorly, they wouldn't know any better. If you get great teachers and role models in the classrooms you can try and change that, but teachers and good people in this world are in short supply
