When will the new FCC ruling that bans apartments from having exclusive cable contracts go indto effect?

I know it was passed on Oct. 31, just wondering when it will go into effect so that us apartment dwellers will be able to choose.

Good. Thanks for the info. I can't believe the FCC is doing something good for once! Sorry, I can't answer. Did Bush sign it? Does he have to?
