Trying to think of a word that means something that sucks up all resources.?

Question

What's a word (a noun I think) that refers to a project or activity that at first sounds like an easy, quick thing, but then quickly turns into something that sucks up all the resources (and people's time) around it?

Like it's a black hole for resources...like something that would be used to describe projects like the Big Dig that just keep going more and more over budget and further and further past deadline, but require more and more man power.
