I think it's A but a lot of dictators and such people use this to gain others trust and then start using B & C to control the nation's people. Even if someone is becoming powerful who really wants A someone gets power mad and it slowly starts going down then there some kind of revolution and it stars again well sometimes

They get people to buy into crap like Global Warming to get you to change your ways. When they get you to change your ways, they will try to get you to buy into the idea that we need nationalized health care. When they have that, they will increase your taxes dramatically to pay for all of it. Then you have socialism.
