I've never heard of wishing on 11:11 (to me that's always been Rememberance Day).
However, I do wish on the first star of the evening or when I spill the salt..lol!

I don't know what you mean, but I'll tell you that when I look at the clock (at night or whenever), it is on 11:11 an awful lot of times- it's a little freaky!
