I agree with you totally. It's crazy when they serve violations to users who are accused of chatting, but almost every question on P&S is chat-based and interview-like. When do we start the petition?

Yes the terms of service should be revised to eliminate "chat" as a violation and I agree it is arguable that all polls and surveys include some type of chat.

Chat Room Guidelines probably should be put in place.
Maybe Yahoo should bring it back with specific categories.
Example
Please stay on topic!
Discussion of family issues, such as parenting, family health and diet, education, and related social issues. Encourage constructive contributions and comments and, while heated debates are permitted, members should never become disruptive or rude.
A couple of rules of thumb can prove useful when interacting with others in a chat room.
Flooding, or filling the chat window with lots of messages, prevents other chatters from being able to participate in the conversation.
The same is true for executing emotions. Although generating all of that pink text is lots of fun, you can have too much of a good thing.
Go easy on the emotions to allow other users to interact in the room.
BY THE SAME TOKEN, AVOID USING ALL CAPS. It is the virtual equivalent of shouting and should be done sparingly

I think much of that depends on which kind of chat.. if the chat is actually what could be classified as chatter which is the latter.. then the matter of chatter should be considered before the amount of chat. Now that chat can be described as short chatter or condensed chatter then the matter of quantity of chat should be discussed before it can be dismissed as just so much chatter.. I think, therefore, that the matter is what is chatter and what is chat by definition.. of course one must consider whether it is chit chat or just chat..or could it be considered as a matter of chit n chatter... on the other hand it could be a matter of gab..like what some people do in a cab.. mostly they just gab.. now of course we all know that gabbing is not chatting..and lord knows we don't need a lot of gabbing going on.. It seems to me to be confusing as to what it is exactly.. is it just gobbledegoop chatter, or just a bunch of nonsensical words put together to form some type of pointless chatter.. other than that I think you have a point.. to answer your question I would say that yes you are correct in your assumption that chat should be removed from the polls and surveys unless it can be proved otherwise that the chat is just that..chat.. so good night chet.
