He wasn't talking about NAFTA. He's talking about the Bush administrations "my way or the highway" approach to foreign policy.

actually Bill said that he and bush 41 would be sent as emissaries to declare that the US was once again open for business. Bush 41 replied say what? I dont know a thing about it. Its Bill trying to make himself important again. Don't it appear that he is hurting the campaign more than helping?
