I don't know so much about hot baths, but hot shower are great for lower back pain late in pregnancy! My older sister had her last kid at home in a warm bath, and some hospitals nowa days have birthing baths in the laboring rooms, so they can't be THAT harmful! Read up and use your instinct!

A hot bath will not hurt your baby, but it's not recommended. Also I am in the same boat as you, I am 39 weeks prego tomorrow and about 2-3 cm dialated with contractions that are so irregular it's not even funny. The nurse at the hospital yesterday told me that a warm bath or hot water bottle on tummy will slow down labor and if I wanted to speed it up to walk alot, do stairs, or have sex (if possible). But a hot bath, depending on what you think is hot can raise your body temp which isn't good for the baby, but a short soak in a nice warm/hot bath won't harm. But like I said if you are looking to speed up labor, walk, stairs and even nipple stimulation will help. Good luck.
Also, you can take baths until your water has broken, as far as I know it is still safe to take a bath if you have lost your mucus plug.

No, and the hot bath can hurt your baby and make his/her temperate too high. Just wait it out.
