Hibernation requires that the tortoise be cooled to about 40-50F, and be hiding. If you pull on a leg, it will resist and pull it back when you let go. It will slowly move in response to stimuli and breathes very slowly- watch the soft tissues around the neck.

Yours does not sound like it is hibernating.

the eyese are usualy not opened whrn they are hibernating. i think that he has mostly passed, you can call my vet at 310 5305511 they are open until 7pm
