Summer (Northern Hemisphere) begins at the Summer Solstice, which is an astronomical event that does not have a specific date. It can fall anytime from June 20-23. Summer ends at the Autumnal Equinox (Sep 20-23)

Winter begins at the Winter Solstice (Dec 20-23) and ends at the Vernal Equinox (Mar 20-23).

Reverse the dates for the Southern Hemisphere.

Summer starts around June 21 and ends around Sept 21. Winter starts around December 21 and ends around March 21.

Those dates are for the northern hemisphere. The dates for the the southern hemisphere are the same, but the seasons are switched--that is, when we have summer, they have winter.

Summer begins on the longest day of the year; winter begins on the shortest day of the year. Spring and fall begins on the days that are 1/2 day and 1/2 night. That's why the date shifts a few days.

The western and eastern hemispheres are irrelevant to this discussion.

June 21 - Summer begins in the northern hemisphere.
Winter begins in the southern hemisphere.

December 21 - Winter begins in the northern hemisphere.
Summer begins in the southern hemisphere.

Both dates are called Solstices and some pagan religions observe them, especially the Winter Solstice which happens to be my birthday.
