At the beginning of the industrial revolution, same time as big sailing ships, England was having an energy crisis, deforestation. Fuel was expensive. Then they discovered that there was this coal stuff in the ground which burned really well.

England encouraged colonial ship building because labor was cheap, timber was abundant, harbor land was cheap. Also, the guilds (labor unions) made building expensive and slow in england. The colonies had vibrant human energy and, being #2, they tried harder = better quality and more innovation.
