The colored duct tape is a great idea! Here is another idea....
I would use binding or twill and stitch it around the top. Than, I would stitch handles on using the same binding or twill.
Anothe idea would be to use a really heavy yarn (like the thick and quick or a piece of rope and weave it throughthe top part of the bag. You now have created a draw string bag. than you could tie on the rope handles.
What a great recycle project.

I would just take a wide strip of colored duct tape and run it across the top to make a finished edge. Then tie on some ribbon for handles and you're there.
editing - oh, I like that drawstring idea. I had to give you thumbs up for that!
