Burle Ives was the talking snowman in the original Rudolf the Red Nosed Reindeer show and he is the one that sang the song that made it so very popular.

Well, he wasn't actually a country singer, rather a singing cowboy........
It was Gene Autry.
Edit:
Burl Ives did the song for the tv special, which was released in 1969. Gene Autry released his version in 1949.
