The starless sky is occured by one, the moon being at full moon, which will not blind out all the stars, or a cloudy sky, in which they go behind the clouds.

They time travel to the future and look for other words to light up like Mezantopia and all the people of the future look at them and adore them. Then when it is our turn , the people of the furute send it to planet earth so we can look at them and adore them. or they just send em back to NASA.
or
the clouds block them and you cannot see them, so there really are never starless nights, the stars are always there looking after us. we can't just always see them :)

Too much light form the moon or city lighting makes the stars difficult to see....they are still there though.

They don't go anywhere. Atmospheric changes from night to night make stars brighter some nights, absent on other nights.
