Yes it can be in new construction,if you are remodeling the carpet layers will ask you to crank up the heat to around 80 degrees so they can streach it and then as it cools down the carpet will remain tight.

if the temperature is too cold the carpet will not stretch properly...........
that is a problem with new construction in cold environments..........lot of home owners do not understand this but its best to work in a new home that has heat and let the carpet acclimate to its surroundings for a few hours or down the road puckers will eventually appear..............

no, you can use a heater, to heat the surrounding rooms, let the cold carpet sit for about 2 hours, then stretch the carpet in with a power stretcher
