Well this all depends. The $2-3 gift -- can I use it? Is it at least something functional, like a box of crayons or a hairbrush? If so, then I would rather have that than the gift card.
But if the $2-3 thing is just a little figurine, or a flower, or something that will basically just sit there until I decide to throw it out someday, then I would rather have the gift card. I would think of a $5 gift card kind of like a coupon - $5 off your purchase is usually a decent deal.

Probably the cute gift, because you can't do much with a $5 gift card, and the cute gift probably had a bit more thought put into it.

To tell the truth, a $5 gift card.
One person's cute is another person's not-so-cute.
But then it the gift giver is really very very cute I'd maybe go for something cute.

the cute gift. why? because if the price tag is removed, we may think you spent anywhere between $15-$20 on it..and a $5 gift card is cheap. that's not even enough to buy a gallon of gas!!! I feel that with gift cards, people are forced to put three times more money on it, whereas with a gift, if it's cheap, we'll never know!!

A cute gift priced at $2.00 or $3.00 is a new or good condition cast iron horseshoe without rust with the U shape facing up for good luck.
