The destruction of oil fields by insurgents, in and of itself, is just a simple act of sabotage/vandalism but on a grander scale. Since it's widely assumed that America is still in a perpetual war, it would be seen as a strategic move by these "freedom fighters." Anything can be interpreted as an "act of war."

Acts of terrorism involve destroying a specific target or giving the threat of violence for the purpose of directly intimidating innocents and/or the gov't in power. Thus, this would not be considered terrorism.

If terrorist bomb the oil fields, it would be considered an act of terrorism... by both the US and Iraq
