I will have to answer based on how I understood your question: why is the Philippines still a third world country.
Moving up to "first world" means our economy would be comparable with the USA, the "richer" European countries, Japan, Singapore, Australia, etc. Thus, the definition is always based on economic performance, the robustness of the economy.
The Philippines is a young republic. While admittedly there are some first world countries younger than we are (Singapore), the first world countries are generally older and more settled. What comes with being old is the fact that even the form of government is mature. When government is mature, there is less political maneuvering, less bickering, and therefore the economy is not de-emphasized in favor of political machinations.
The Philippines was ruled by Spain for 300 years, and was not developed by them. We were also, at one point ravaged by war. And the Americans came to lead us for something like 50 years. All of these do not augur well for the development of the economy.
Of course, growth could always be fasttracked when the government is good, and has strong political will. Like Singapore. But Filipinos are also so enamored with democracy, and we complain about the littlest intrusions into our life. Singaporeans did not enjoy the liberty and freedom we all had. Lee Kuan Yew ruled with an iron hand (yes, that might be an exaggeration).
You can not have your cake and eat it, too.

Being even Canadian I've never thought of it as a third world country. For the most part the Philippines can supply their own food demand. Lots of money is pouring into the country from loved ones working out in foriegn countries.
The Philippines is going to gain in wealth, as long as corruption stays to a minimum. NEVER borrow money from foreigners, that force you to pay high interest. Example you give title of land for collateral. Loan sharks from different countries are not there for the Filipinos, and they will ruin your future. Protect and keep what God has given you. I believe it will get better.

Because we continue to live in the past; to dwell in the memories of the glory of our country that once was ours to brag about. It is time we, as a people and as a nation, move on. In fact, we are decades late in doing so. We must do away with old traditions that only pull us down. We should not expect our government to do all the changes and reformations alone but we should do our share as well. As individuals hoping to achieve what is good for our country and for ourselves, changes or reforms should start with us. We must embrace ideas and practices from the other countries that are not detrimental to our growth as a nation. We should not let idealism or nationalism interfere with what could help us become a first world country. And most importantly, to accept that globalization is the key towards success and progress.

Kasi, maraming tao think that they are content with life as it is. Also, yung gobyerno at yung Catholic Church is to blame. If anyone takes offence, sorry in advance but the truth of the fact is that the Cath. Church prohibits the use of contraceptives => population growth => stress on gobyerno => less quality of life. Also, there are many groups in the Philippines wanting to assassinate either the Pangulo or each other. Ang gulo sa Pinas so, in my opinion, nakakahiya...

I've learned, through my Developmental Comm. subject that there are enough laws in the philippines, there is enough alloted budgets for every department for the phils. to develop, but poor implementation & corruption is the biggest hindrance.
