"Injustice" isn't an actionable term.

If the treatment of a prisoner in a county facility violates a Federal LAW then it is illegal, and the prisoner can ask a Federal court to act.

Depends on what you consider an injustice... I happen to think that making a criminal sleep on the floor or denying them t.v. is not an injustice.
