Get a healthy hot body by working out and dieting (If you don't already have one).
Look through hairstyle mags and ask others what cute hairstyle would look great on you, then go to a to well known professional salon to get fabulous results.
Since you said you can't wear earrings I'm assuming you can't wear other jewelry types such as necklaces or bracelets.
But if you can get some really nice ones (they don't have to be expensive just good looking)
Nice perfume (Now THAT can't be cheap because if it's cheap it doesn't last). I suggest Victoria's Secret for AWESOME smelling products (my fav. lotion from there is "Love Spell" and "Amber Romance" and my favorite perfume from there is "Sexy for her") Or you can go to Bath and Body Works for great stuff too that's not as expensive as V.S.
Even though your not allowed to wear make-up you can still wear it and NO ONE will know just use light powder, chapstick, eyelash curler (be careful you gotta know what your doing with that one), and blush that is your skin tone color

Wear self confidence! its the most important part. Self confidence, even though it sounds cliche, will give you the radiant look of a supermodel, no matter how ugly or bad your outfit is.
Honestly. And if you cannot wear anything makeup, polish, or earrings wise, try to go for simple but elegant hairstyles. Hair often creates the "look"

my primary school used to be like that back in my school days! we used to cheat and wear tinted moisturiser with a bit of translucent powder to cover up shine. then clear mascara over the lashes so it would make them stand out without looking obvious. a tinted lipgloss is fine, surely u wont get into trouble for that! as for hair, just try cute hairstyles like loose boho waves or modern versions of ponytails. as for the no dangly earrings, invest in a cute pair of shiny cubic zirconia studs. the trick is to look natural but enhance ur features in a sneaky way! lol good luck

pull your skirt up after school but make sure that no teachers or nuns are around.
thats what i used to do.
also just wear your hair in loose waves and down, thats really sexy and pretty..
