It's often used in a derogetory manner to describe someone who obeys rules and guidelines. Often they are trying to recieve praise for their obedience. Phrase comes from a 1795 story called "The History of Little Goody Two Shoes" that is a Cinderella-esc story showing how virtuosity is rewarded.

This phrase has its origins from the depression. A person who had "2 good shoes" as opposed to NONE, was considered fortunate but also envied which is why the phrase can have a negative connotation. In reality, a person secure with 2 shoes may be a good model today.

A goody two shoe is someone who is highly conservative, and usually isn't invited to parties. They would not go against the culture of today and most likely dresses modestly. Rarely shows emotions, a misfit, and lives up to high standards. Yep, yep that's me!

'Tis a mild pejorative- someone who tries harder than most of us to be good, polite, correct, and who never comes close to pushing the envelope of what might be good behavior.
It's realtive. If you and I don't mind driving five miles above the speed limit, someone *in our group* who never, ever goes above two miles below the limit could be a "goody two shoes behind the wheel."

My Granddaughter said this of me tonight, was not sure of the exact meaning...Not being proud but I am happy that her Mother called me this and hopefully my grandchild will follow in my footsteps. I told her I was not perfect and had many flaws even if I do not smoke or drink as no one is perfect I just try to "Do unto others..."

A person who wouldn't even thinking of breaking the rules. Even if they weren't going to get caught they wouldn't. They often tell on others who do.
