Umbrella is a good description,

ICE is Immigration and Customs Enforcement. The name says it all except they don't seem to be very effective.

They are an umbrella organization for all government agencies with national security responsibilities, except for those under the Department of Defense.

The FBI is part of the Dept of Justice, not part of the Dept of Homeland Security, because their primary function is law enforcement.

ICE is "Immigration and Customs Enforcement" - it's the old US Customs Service and the Border Patrol, rolled into one.
