Oh goody another Czar for something. When you can't do the job yourself hire it out. Whatever happened to the war Czar he hired? Are we just pumping money into the pockets of these people while they sit and do nothing or what?

The only thing Bush signs are the things he proposes. Anything the Democrats try to pass get Vetoed. He did that one all by himself. King George has scored another one all by himself. He finds ways of going around congress. He can make appointments anytime he wants,. by Executive Order.
