Guess so. The smoking ban extends to such as all public indoor space, offices and I guess the prison block/cell etc.
My advice is for people just to give up smoking. Here in UK anyone can go on an NHS give up smoking course. It's FREE and you get lots of back up and help.
I did it and am at last smoke free since July 2007.
I started smoking about age 9 in 1950, so that's about 57 years on the dreaded weed.
I'm not a zealot and do not insist people give up smoking. Believe me, I do know what it's like to give up, I've tried it dozens of times and finally made it at last.
Maybe I'll live for a couple of days longer, etc.

Prisoners are allowed to smoke in their own cells as it is classed as their home

That's a really good question i don't actually know the answer for!
I would have thought they would have to smoke outside, and if prisoners are expemt from the non-smoking ban, then i think the government should have a re-think.
Why should law abiding citizens have to comply, and criminals not?

Depends on local law.
In the American State I live in there is no tobacco allowed inside jails and prisons at all - not for prisoners OR guards.

It depends on that particular prison's policies generally. Your state may also have a law addressing the issue.

you are allowed to smoke. excwptions were made in the law that applied elsewhere july 1st 2007. (as with a hotel).
