The number must be 28 or 64. If you divide something by 4, you can't get a remainder of 4, so that must mean that the number is divisible by 4. 2 and 8 are even, and the sum of 2 and 8 is 10.
If the question were to ask you get a remainder of 2, then the answer would be 46 or 82.

are you sure the first clue is written correctly??? if so, having a remainder of 4 really means that you have no remainder since you are dividing by four.....
and so the numbers with 2 even digits that add up to 10 are
28 and 64

well, there's no equation for this
you just take the second and third clue and do all the posibilities

then divide by four and whatever has no remainder( same as having a remainder of four duh)
and 64 divided by four is 16.
so the number is 64.
HOWEVER 28 is also divisible by four, 28/4 equals 7.
So, it could either be 64 or 28.
I bet the teacher will be surprised if they didn't know that there are two possibilities.

you got Clue 1 wrong, I tink:
if Div by 4 with Rem 4 = 28 or 64
if Div by 4 with Rem 2 = 46 or 82
if Div by 6 with Rem 4 = 28. 46, 64 or 82
if Div by 8 with Rem 4 = 28
