bad power brake booster or a vaccum leak that is causing your engine to run too slow, check for vaccum leaks and then turn the idle up on the carburator some to see if that solves the problem.

Directly on the face of the power brake booster their is a right angle white plastic fitting that snaps into the booster on one end and the other end fits the base of the carburetor or the intake manifold. There is a valve inside that fitting that supplies vacuum from the intake manifold to the power brake booster. Change this inexpensive fitting before spending a lot of money on a complete new power brake booster.

could be your brake booster is bad leaking vaccum or your idle is set too low
