Conditions inside a cloud are not static: water droplets are constantly forming and re-evaporating. Most water droplets are formed when water vapor condenses around a condensation nucleus, a tiny particle of smoke, dust, ash or salt. In supersaturated conditions, water droplets may act as condensation nuclei.

Condensation of water vapour in the atmosphere produces clouds.Water requires,a non-gaseous surface to become liquid from a vapour stage.In the atmosphere,this surface presents itself as tiny solid or liquid particles called condensation nuclei.These are usually salt particles,dust particles,droplets of sulphuric acid,smoke etc.
The atmosphere usually has sufficient condensation nuclei present for cloud droplets to form upon,when the temperature reaches the dew point.
When warm and humid air rises,it expands and cools.Cold air cannot hold as much water vapour as warm air.So,some of the vapour condenses on the above said condensation nuclei and forms tiny water droplet around each nuclei.Millions of such water droplets combine together to form clouds.
