it is sung about a woman in the perspective of what sounds like a lover. "my young love...." yet it is always sung by a female soprono, not a man. so I'm confused about what this song is about and why it's always sung by women.

It's an old Irish folk song which has been sung by many people. Sometimes when women do it they substitute "he" for "she" but most just sing the traditional version.

It is a traditional Irish fok song, but it is not always sung by women. Van Morrison does a good version. It's basically about a man dreaming of his love, who is, in fact, dead.
