It recommended. Agents have the connections to get you the auditons. Unless you want to result with online agency's then it's best to contact an agency.

But make sure you're daughter would enjoy doing this aswell. And it's not your wish but hers also.

One more thing is if you're going to use an agent. Search online for some basic cautions when looking for one. There are many scammers out there. You shouldn't have to pay money to get them to represent you.

Have fun!

First get some good commercial photos and send them out to get her first few jobs. She will also need to do some other acting to build a resume with and take classes in this. Depending on her age there are different ways to do this. Once you are booking fairly steadily, get a reel put together. A reel is a 60 second clip of someone's best screen work. Send only the resume and headshot of your daughter to agencies initially, and if they are interested they will request the reel(also called a tape).

You don't NEED one. For instance, if you know someone like Jim Carrey or Cameron Diaz, you are all set. But, if you don't, you really should get an agent. There are thousands of agencies competing and, if you are not even an agent, the chances of you being heard are slim to none.

Yes, you must go through a talent agency in your city. You did not say in which city you live. If you are NYC, there are many agencies.
