If there is noone suitable in your local dance studio - place an ad on http://dancepartner.com and http://ballroomdancers.com browse other people's ads too.
But I'd first look in your studio. If they teach classes that a girl of your level would take - take class and see if there are girls without partners. Usually, the ratio is 3:1 girls to guys.
If you find somebody through an ad, talk to the person over the e-mail and then over the phone, see if their goals coincide with yours and how many times does she like to practice per week and if they are of corresponding competitive level. Schedule a tryout or take a group lesson together. If you like what you see - suggest to dance together for a few weeks to see how it goes. That way, both of you don't have too much pressure to commit to a partnership right away. It's usually acceptibe to be in the state of tryouts with more than one person.

P.S. I'm a dudette looking for a latin partner too, but this site isn't designed to serve this purpose. There is no chance we are the same age and live in the same area. And people get upset about chat and personal communication.

Trevor, I would find out where all of the local dance instruction studios are in your area. Check the phone book under dance instruction or go to Yahoo homepage and check for online Yellow Pages. Then call around and ask them if you can post a flyer, or just go to the sponsored dances that are being held by ballroom dance centers or other instructors, etc. You want someone with whom you can successfully work. It is better if you can see her dance or actually dance with her for some time before asking her to be your partner.
