It really is not any different from the scale used at the high school level.
3.6-4.0 A range - mastery, outstanding
2.8-3.5 B range - above average
1.8-2.7 C - average
1.0-1.7 D below average, improvement needed
below 1.0 failing
The exact decimals used by a teacher to determine the difference between a C+ and a B- are somewhat arbitrary and vary from teacher to teacher. In our overachieving world we often forget that a C is an average - if we don't get an A we feel we have failed.

From my knowledge, colleges do look at GPA, however they look closer at class ranking b/c not all schools have the same ranking. comparing schools with different GPA scales is a difficult thing to do, so most colleges (to my knowledge), will look at your class ranking and not only your GPA. Besides ranking and GPA, colleges also look at extra curricular activities your involved in and how tough your classes were in high school ( whether they were advanced or basic classes).

At my school, they actually recalculate your GPA based on their own formula (it's actually dictated by the state). That way it doesn't matter if your school does GPA differently from other schools. I work at a state college in Massachusetts, I imagine it's the same for most other schools around the country, public and private.

It's a solid B average. A "B" represents knowledge of the material. An "A" shows mastery of it.
