my complaints. What is the next step, or am I simply at the mercy of my lazy, apathetic apartment manager?

Call the police. Keep filing complaints. It works, but it's a slow process.

You can call the police. Expect retaliation. When people are that inconsiderate CONSISTENTLY, that's the price you will pay.

You can try recording them from inside your apartment. What would be ideal is if you can get a friend to come over and the two of you, in a normal tone of voice, state who you are, what time it is, and that you are in your bedroom and this is the level of noise from the neighbor's apartment. A few times, you and your friend need to say something to each other so that there is no legit question about your turning the volume up and down on the recorder to make it sound worse than it is. Do this a couple of times and then every person has a boss. If you apartment manager won't do anything, talk to HIS boss.

I had a similar problem with neighbors. I didn't do the tape recording, but I did call the manager's boss and she called ME back one day in the middle of the afternoon to ask me a few questions. At that time she asked me to turn my TV down while I was on the phone with her. I said I didn't have ANYTHING on in my apartment, that was the neighbor's. THAT got her attention.

Why she HAD called me is as I could hear EVERY THING, I jotted down a few notes. I had no clue who my neighbors were, but I told the apartment manager's boss, "If you doubt me, just call the wife and ask her if she has a friend named Terry. On date x, did her husband not yell to her in the bedroom that Terry looked like she had two bulldogs in pillowcases stuffed in the back of her jeans.
I said if I can invent a friend's name and a comment like that, and it be true, then I deserve the reward of peace and quiet. Apparently that and a few other choice things I was FORCED to listen to late at night convinced the manager that they really WERE that obnoxious. They got evicted.

If you can do anything to improve your situation--rearrange your furniture so the bed's not against a common wall or near a window, that can help some. Cork is a good insulating material--possibly get some sheets of it, attach to cheap board, and just rest it up against the offending wall(s)--probably will help cut the noise.

It's NOT fair that the decent people have to suffer and bear expense, but that's the way the system works.

Your landlord can not really do much if they are not breaking the law. If they are really that noisy then call the police and have them ticket them for disturbing the peace. If their noise is within your communities limits then there isn't much you or the landlord can do. They have the same rights that you have, and talking, kids playing, etc are normal parts of life.

You could anonymously call the police and report them for disturbing the peace if it's that bad.
