It seems very random, ranging from the newest blockbusters, to old favorites, to strange movies that seemingly no one would ever watch. I was wondering who decides, and how?

Pretty sure by whatever shows get the biggest ratings.
On Showtime its usually Dexter, Brotherhood, and a few others locally. Their "big" shows. As far as movies go, I can't say for sure. I've seen some strange choices for movies as well though most of the ones I see are either "newish" or older movies that most people have heard of.

I used to work for them and the line up for ondemand is like this, they sign contracts. Foe example all the movie channels sign contracts with big production companies lke Warner Brothers, Disney and Pixar, and others. Some of theses movies channels own some of the companies so they have first dibs on who can air them first. Staz gets alot of newer movies first cuz they own alot of big movie production companies that spit out new movies ever 5 minutes.and hbo get them last so call up ur cable company and request starz or u will b home bored.
