Cell phones are very secure. It's very unlikely an average person could hack into a call to listen in. Some other recording device is a much more likely scenario, esp if he has access to the house.

I read an article or watched a show (can't remember which), where the ex had installed a cell phone in the dashboard of her car. It was programmed to auto answer so you couldn't even hear it ring. This way he could listen in on the conversations and find out where he/she was going using the gps tracker on the same cell phone. Apparently it's hooked up to the car battery so that it will never uncharge. So he calls the number and presto, he hears everything that is going on in the car. I think I saw it on Dateline or some kind of news show like that. You're sisters best bet would be to go to the police and have them check the car for a gps tracker or cell phone or something.

I understand that cellphone calls are not secured. Yes, they can be monitored. Try this: run a scam on him, see if he bites, then you'll know.
Run a scam using the cell phone and a made up story or situation. Play this for a while, see if in fact he learns of it through the cell calls. Then, you will know.

yes you can - there are entire web sites devoted to playing cell phone conversations plucked out of the air.
cell phones are not secure. records exist everywhere.
you wanna say something private go to dinner with her, leave your purses at the front desk, go into the can, run the water, and whisper.
alert cell and land line phone companies that he is doing this - they can put a stop to it and it's great fodder for a court case.

Any police scanner type radio from Radio Shack can be programmed topick up these signals if frequencies are known. Of course this is illegal and could never be used in court but there is no way from stopping anyone from eavesdropping in

This can only happen if she has a old cell phone, one more than five years old. Get her another cell phone ASAP, and don't let him know the number.
