What? How long did this stare last? Were the boobs in question being displayed in a inappropriate manner? There are many things to consider.

As a former substitute teacher who stared himself at times. You dont have to see the kids everyday like the full time teacher...so you can get away looking while the full time teacher cant. You must have nice boobs too......dont guys that arent substitute teachers stare too?
Not saying they should...just telling you why.

Unless you didn't have a blouse on, and had cleavage down to your navel....this sub is in no way, shape, or form a candidate to sub at a public, private, or any other type of school.
There are ethical rules to be followed with students, beyond what's stated in the school rule book.
Whoever this person is...I'd think not too long and not too hard about reporting him/her...an inadvertant glance(not meant) is one thing...a stare is quite another!

You didn't specify if the sub was a man or woman, so I'll venture to guess that it was male. He's staring because that is what people do, especially men when it comes to a woman's chest. I wouldn't get too freaked out about it unless he started making some advances toward you.

because you have them, big, small, low cut top or turtleneck sweater men and boys stare at boobs. he liked yours and that is why he was staring. some men are into legs, butts, hair, feet...but they all love boobs, unless they are gay and then they are just envious....
