He has empowered all of those nation because the rest of the world does not call on or ask for leadership from the United States like they did before his presidency... European nations and actual allies have distanced themselves from American foreign policy; even Canada, one of our strongest allies, have publicly admonished American foreign policy in their parliament. The lack of American leadership and authority in the world has emboldened leaders like Chavez... Putin and the Chinese leaders have also openly disdained American concerns about the civil rights in those nations and have basically criticized our own secret trials (and Putin often has criticized the 2000 election) as hypocrisy.
One time the free world looked to us for enforcing democratic morality and pressuring other non-democratic nations to act humanely... that time has passed. The world does not have a strong moral compass.

Try the Democratic Congress & Senate. Too busy on personal agenda, campaigns and arguments to support our military. Bill Clinton reduced it and would have even removed Pearl Harbor had he the chance. No clue.
In my opinion it is a combination of poor judgment calls, bad strategy into Iraq which was changed then a Presidential Campaign. Sandwiched between two Clintons' could we expect any less? Divide a nation isolate the party and conquer. Communism 101. Bill gave China the keys to the treasury. Hillary has been working on oil deals with Chavez. Putin & AMDJ in Iran are into the Trans Caspian Oil Pipeline deal far beyond what US news speaks of.
