Yes, on every PS3 model except for the 40GB one. On all other models there is about a 98% compatibility rate.

Depends on the model.
40 gigabyte - No, there is NO emulation on this console and can not play PS2 games. It isn't even allowed to download the emulator software the 80GB version needs.
60 gigabyte - Yes. This no-longer-produced model of the PS3 has PS2 hardware and can play almost all PS2 games.
80 gigabyte - Yes. This model of PS3 uses software emulation to play PS3 games. It is less compatible (IE can't play everything) and requires a download to be able to play.
Also, the 60 and 80 GB versions are also supposed to be able to play PS1 games, but I don't have any personal experience with that. (The 60 will play more games than the 80 will be able to.)
Please note that NONE of the PS3 models actually have a save card slot. If you want to use your older PS2 and PS1 saves you will have to shell out $20~$30 to buy a converter to copy your save cards to the PS3 hard drive. You might be able to find a converter used, since once you copy everything over, it isn't really useful anymore.
Also unlike the PS2, PS3 controlers are allowed to control PS2 (and PS1?) games. You do not need to buy the controler converter unless you have a special controller you still want to use.
(Don't be concerned about space, a 60GB hard drive can store over 7,000 memory cards!)
