Which race is best for Hunter class, and which skills should I have?

If I was to roll a hunter it would probably be a troll. They get the ranged attack bonus.

WoW doesn't give a limit to number skills, so your second question doesn't matter much. Everyone of the same level has the same basic skills, only talents are differnt.
As for race...
For the Horde: Go for Orcs. Their pet get bonuses. Trolls are the second for their thrown weapon bonus and health regeneration.
For Alliance: Dwarves are the most stand out choice thanks to their gun bonus. Nightelves are next most common, because until the expansion, only Nightelves and Dwarves could be hunters. The Burning Crusade race also makes a decent, but less spectacular, choice.
