No, it' not legal to "work in the USA" on a B1.

A B1 is a "Visitor for business purposes". The visit must be to further the individuals business OUTSIDE the USA, not to perform work while here.

So an engineer, for example, can enter the USA on a B1 to visit his clients, have meetings and talk about a project, make sales calls, stuff like that. He can't legally enter the US on a B1 to go around to clients sites repairing their equipment.

You can report Visa violations to ICE, and the violator will be deported. Visa fraud is also a basis for denying any future Visa applications, so they won't get back in either.

B1: Visitor for business.

While in the US as a business visitor, an individual may:

Conduct Negotiations
Solicit sales or investment
Discuss planned investment or purchases.
Make investments or purchases
Attend Meetings and participate in them fully.
Interview and hire staff.
Conduct research.

The following activities require a working visa, and may not be carried out by business visitors:

Running a business.
Gainful employment
Payment by an organization within the US.
Participating as a professional in entertainment or sporting events.
