Rock. Here's why: I have found that people most often choose scissors first, especially if you make the call and they haven't had time to think about it. Also, they seem least likely to choose paper on the first try. This is just my experience.

Most people pick rock, and few pick scissors the first time.
Maybe I am wrong:
