Since someones criminal record is public record, is getting the records as easy as calling up the court house and requesting a copy of the record?

No. It's as easy as going to the courthouse and asking if the record you want IS public and getting it copied if it is.

You can't do it by calling. You have to go to the courthouse in person and request the file for the specific case, and pay a copying fee.
