The prez must have better info, since he said he will sign the bill which so many in congress haven't had time to read.

The requirement for congress passing a bill is to have sufficient votes, there's no requirement that anyone have a clue what it says or what it does to vote. It's rather like the populace voting for candidates, there's no requirement that voters know anything about the candidates or the job description or their plans, and whether or not their plans exceed the job description.

Anyway, the answer to your last question is "yes".

MOST Congressmen don't read MOST bills that they vote on.

In most cases, a congressmans staff reads a bill and literally gives him a sticky note saying "Vote yes" or "Vote no". In partisan issues - which these days seems to be most things - he simply gets the word from the Party leaders what the party line is on a bill.
