Call (or stop by) the DMV and explain why you need one. If such a thing is available in your state, they will know, and can see if you would qualify.

I believe in Arkansas it is called a "hardship license" and is normally reserved for people charged with DWI or DUI. If the only reason you are needing one is because you are not old enough to get your license....I don't think you'll have much luck.
The best place to check is the DMV. They are the ones who issue the license and should be able to answer your question since laws differ from state to state.

A provisional license means that you are permitted to drive short distances with a fully qualified driver next to you with 'L' plates on!

Such things are rare, and not for people who just want them. You need to show some sort of pressing need...which you probably can't. Maybe DMV would know...or the Wise Woman in the grass hut on the hilltop in the next county. Gee...I wonder which I would ask if I were in your shoes.

Call or go to the Department of Motor Vehicles (DMV) or wherever you go in your town to get a drivers license.

In FL you only get those if your license is taken away for some reason.
It will be a local issue-probably can find it on your state DMV's website http://www.maine.gov/sos/bmv/

You have to go to the local Secretary of State and inquire about it. If there is a thing, they will tell you about it and lead you through it. DMV too, as I'm seeing others put, that is a good idea...
