You will and would be cold in any casino with a mini skirt and tank top regardless of the time of the year. Las Vegas has world class air conditioning.

You can get away with what ever you want inside. The casinos do tend to keep the temp a little cooler than usual.
Outside.....it depends on the day. It is not very warm in Vegas Dec-Feb. You might be able to get away with that during the day......but it gets flat out cold at night.
Its up to you and how determinded you are to wear the tank and mini skirt

weather in January in las vegas will be mild during the day and cold or chilly at night. Most days reach about 60 and are ussually sunny, so its pleasnt during the day. Nights are 40s or 30s though... so you need a jacket or sweater.
As far as inside, normally the casinos are comfortable for almost any attire. Ironically the Casinos feel cold in the summer because is like 100 or more outside. But each casino will vary a little.

I live here. & The guy who said 60's in the day is crazy! Last Jan we didn't get above 43 in the day time. Today we were 56, tonight we are going to be 38. It will be pretty chilly in Jan!! It depends where you are coming from, if you are coming from back east then it may not be that cold to you. The casnio's are always cold!!!!!!!
