Mold in the shower temperature controller?

I noticed that inside the temperature and flow controller for my shower there is something black, possibly mold. It also seems to get moisture inside this. What should I do?

spray with Bleach /water mix or it could be a insulator, try sticking a screw driver in to it if its rubbery it ok,
