Princeton Review has a tool where he can enter information about his interests and his background. It will then spit out a list of appropriate universities.

It depends on what he wants to do. If he already has an idea, check for schools with that major or area of study. I went to a public university in my home state and it was fine for me, but private ones give students a bit more attention.
