I know now it is just decoration now, but what was the purpose when it originated.

It was supposed to pull down over his ears for outdoor rides in his sleigh. The ball at the end is just an easy way to finish off a pointy hat when you are making one.

One of the elves as a joke, stuck a marshmello at the end of his hat while he was sleeping. They all loved it even Santa, and he had Mrs. Claus make him the little fuzzy ball for the end of his hat! TheTradition Continues! Merry Christmas!

the hat itself is ornamental
its not what saint nick wore

but the ball is attached to keep the hat from blowing in the wind because of its long tip needs some weight on it

not 100% sure on this but i think it has something to do with the time period his story was created around,and where he was from,which i think was like Norway or Holland or something like that.I dont honestly know though, just a educated guess.
