Why not? It is a totally ineffective and feel good only bill. Besides, it was the only energy bill Congress gave him in a year. Nothing in it is going to cause any political damage to the people who wrote it. They can now go home and campaign they they passed "a strong and sweeping energy bill with far reaching effects in helping America beat its dependency on foreign oil". BS. The truth is, as with most bills of this kind, everything is phased in over a couple of decades, does nothing now, requires nobody to do anything now, will do NOTHING to reduce our dependency on foreign oil as our economic and population growth will far outpace any minor reduction in gas consumption this bill might cause. The bill is a worthless piece of paper. It does nothing to address our woefully inadequate refining capabilities, or have any solutions to address the ever present threat from tin pot dictators like Chavez who threatens to cut off our oil about once every 2 weeks or the unrest in the Middle East. People yell "NO BLOOD FOR OIL". Fine. But what will you do when there is no oil coming in? At all? Not a stinkin' drop? To late then to start thinkin' about fixin' to get ready to study the problem of exploration.

Um...because it was a good idea.
A better question would be why did no president before him ever sign it in the last 32 years?

He had to toss the libs a bone. They weren't getting anywhere with free healthcare for wealthy 25 year olds, and they weren't getting any time limits attached to war funding.

It needed to be done and should have been a long time ago. The poor quality of it now is bad for our environment.
